Car buying services, compared: how the member programs work, and the no-haggle alternative

Six programs, one idea: a price worked out before you walk in. Here is what each one actually does and which one no longer exists. Ours starts somewhere else: half a day on the Carova 4x4 beach in the off-road version of the vehicle you want, then the No-Haggle Price in writing, with no card to carry.

Six programs, one idea: a price set before you walk in.

Every one of them trades the haggle for a membership card. A no-haggle dealer skips the card.

The programs

What each one actually does

The names are different. The machinery mostly isn’t.

Costco Auto Program
Run for Costco by a third party, Affinity Development Group. Members get prearranged pricing at a participating dealer Costco has vetted. You still go to the showroom, test drive from the lot, and handle financing and add-ons yourself. Members only.
Navy Federal Car Buying Service
Powered by TrueCar. Members see price offers online from TrueCar Certified Dealers before visiting one. Savings vary by vehicle, region and dealer. Members only. How it works.
PenFed Car Buying Service
TrueCar again, as a free member benefit, with a reduced loan rate when you buy through it. Open to anyone who joins. How it works.
AAA Auto Buying
Many AAA clubs run theirs through TrueCar too: the same price offers from certified dealers, for AAA members.
Sam’s Club Auto Buying Program
TrueCar, for Sam’s Club members.
USAA Car Buying Service
Ended October 1, 2020. It was TrueCar-powered. USAA still does auto loans and insurance and points members to outside shopping sites. About 2,400 people a month still search for it. What happened, and what to use now.
What they share
A price worked out before you arrive, a dealer the program has vetted, a short test drive from the dealer’s lot, and a membership card.

Who runs them

Most of these are TrueCar, under another name

Navy Federal, PenFed, Sam’s Club, many AAA clubs and the old USAA service run on TrueCar. Here is why so many clubs and credit unions hand it the job.

The club gets paid
TrueCar builds and runs a car buying site under the club’s name. Navy Federal says it receives compensation from TrueCar for purchases made through its service, and a credit union also gets the auto loan.
Dealers pay TrueCar
Dealers pay to be in TrueCar’s network, most of them a flat monthly fee, in return for the buyers those club sites send them.
Automakers chip in
Some brands fund members-only cash through these sites, which gives each club an offer of its own to advertise.
The size of it
TrueCar powers car buying for more than 250 membership groups and brands, and most of its sales have come through them. That is also its weak spot: when USAA left in 2020, TrueCar lost its biggest partner, and American Express ended its TrueCar program in 2025.
Who owns it now
In January 2026 a group led by TrueCar’s founder took the company private for about $227 million. PenFed is one of the investors.

The alternative

A no-haggle dealer: one price, no membership

One price, the same for everyone, and nobody has to belong to anything. (The factory programs, the GM Supplier Discount, Stellantis Affiliate Rewards and Ford’s X-Plan, are the other way to a set price, if your employer is on the list.)

One price
A no-haggle dealer posts one price per vehicle and sells it to everyone at that price, member or not. There is nothing to negotiate, so there is no salesperson working you.
Who does it
Fewer dealers than you’d think, and most “one price” promises you’ll see are for used cars only. Read the fine print.
OffRoad.guide
Every vehicle on OffRoad.guide comes from one of our dealers, a store that agreed to one no-haggle, out-the-door price for our drivers before it joined the program. The dealer emails it to you on a numbered certificate after the experience, good for 30 days, with the savings spelled out line by line: the sticker price, the factory cash, the dealer’s discount and what you save. Beat it in writing within the 30 days and we refund what you paid for your experience. How the savings add up. Dealers take part with vehicles from their own inventory; here is the program.

The flat-fee services

The concierge services: a good way to buy, and where each one shines

The member programs above are free with a card. The flat-fee services are something better: a professional who negotiates on your side, for a fee you know before you start, with no commission from the dealer. For a lot of buyers that is the right way to buy a car, and these are the ones worth knowing. Here is what each charges, from its own pricing page, and what it does best.

OffRoad.guide$325Specialists, not generalists. A short list of adventure 4x4s, one dealer per brand, and the only service on this list where you drive the vehicle first, in its off-road trim: half a day on the Carova beach, then our dealer’s no-haggle out-the-door price in writing, good for 30 days, on a vehicle built to your order and delivered. If the price is beaten in writing, we refund what you paid for your experience. The buyer choosing between a Wrangler, a Bronco, a Gladiator, a Warlock or a Trail Boss, who wants to know for sure before ordering one.

Where they shine
Breadth. A concierge can buy you anything: a minivan, a used Lexus, a lease on a sedan, from any dealer in the country, and you never leave your desk. If you already know the vehicle and the job is getting a fair deal on it without the afternoon at the dealership, a thousand dollars against a forty-thousand-dollar purchase is money well spent, and these are the people to spend it with.
Where we shine
Depth. We don’t represent thirty brands, and we aren’t trying to. We represent a short list of adventure 4x4s, the ones that go up the beach, with one dealer per brand who agreed to our price before you booked. That lets us do the one thing no concierge can: put you in the off-road trim for half a day on the sand before you decide, so the price you get in writing is for a vehicle you already know is the one.
How to choose
Buying something other than an adventure 4x4? Use a concierge; you’ll be in good hands. Choosing between a Wrangler and a Bronco, or between the Warlock and the Trail Boss, and planning to live with it for years? That’s the one case where driving it first is worth more than any negotiation, and it’s the only thing we do.

The test drive

Around the block, or half a day on the sand

Every program above ends the same way: a short test drive from the dealer’s lot with a salesperson in the passenger seat, on roads you’ll never drive again.

OffRoad.guide starts on the beach: half a day in a new adventure vehicle, your whole family along and nobody selling, from the Hilton Garden Inn in Kitty Hawk up North Carolina Highway 12 to the Carova 4x4 beach and, with luck, the wild horses. $325 a vehicle. Drives run all year.

Questions

Straight answers

How does the Costco Auto Program work?

Costco members fill out a form, and a participating dealer contacts them with the member price Costco has prearranged. You visit the showroom, test drive there, and handle financing, your trade-in and any add-ons the usual way. The program is run for Costco by Affinity Development Group. The full Costco Auto Program explainer is here.

Is the Costco Auto Program worth it?

If you hate negotiating, the prearranged price saves you the back-and-forth, and the dealers are vetted. It doesn’t change the rest of the visit: a short test drive from the lot and the finance office afterward. Compare the member price with a no-haggle dealer’s posted price and any manufacturer offers before you decide.

Does USAA still have a car buying service?

No. USAA shut down its TrueCar-powered car buying service on October 1, 2020. It still offers auto loans and insurance, and points members to outside shopping sites.

What do Navy Federal, PenFed, AAA and Sam’s Club car buying have in common?

TrueCar. Each is a member version of the same service: price offers from TrueCar Certified Dealers, shown before you visit.

What does no-haggle pricing mean?

One posted price for the vehicle, the same for every buyer, with nothing to negotiate. Ask for the out-the-door number anyway. At a no-haggle dealer it’s a short conversation.

Is there a no-haggle dealer near me?

Fewer than you’d think, and most “one price” promises cover used cars only. Every dealer in OffRoad.guide sets one No-Haggle Price for our drivers, whatever it does on its own lot, and you get it on a certificate after your drive.

What is an extended test drive?

A test drive long enough to live with the vehicle: hours, not minutes, on the kind of ground you’ll actually use it on, with the people who’ll ride in it. OffRoad.guide experience is half a day on the Carova 4x4 beach.

What is an out-the-door price?

Everything you pay to drive off: the vehicle price, the dealer’s fees, taxes and tags (the full breakdown). Ask any dealer for it in writing before you talk financing.

What are dealer fees?

Charges a dealer adds to the vehicle price, most often a documentation fee for the paperwork, sometimes delivery or add-ons. They vary by dealer and by state, so the out-the-door number is the one to compare.

How much do car buying concierge services cost?

About a thousand dollars, flat: CarEdge Concierge is $999, Delivrd is $1,000, Car Concierge Pro starts at $998 and Zen Car Buying is $850 to $950, as published on their own sites in November 2026. They negotiate any make or model for you, nationwide, and for a buyer who already knows the vehicle they are a good way to buy. OffRoad.guide is narrower on purpose: a short list of adventure 4x4s, $325 for half a day in the off-road trim on the beach first, then the No-Haggle Price in writing, refunded if the price is beaten within 30 days.

Is OffRoad.guide connected to Costco, USAA or TrueCar?

No. OffRoad.guide isn’t connected to any of those programs. There’s nothing to join: the beach drive is what gets you the No-Haggle Price.
